Ducati by Rizoma Adjustable rearsets are installed on my v4, is there a lowering solution

Are they something like this:
If yes, just check that they are boltet lowest hole, like pic above.

Yes very similar but mine are polishes alloy and yes they are at the lowest setting
I have never seen any adjusted in a higher position than the factory settings
