Oh, sorry. I didn't zoom your pic, so you already have bolts of from frame. That's the hard part. There is quite hard loctite in frame threads. Those top nuts are not so tight, but since that is your outcome, you need to use pliers or bench vise to hold that bolt while using Allen key for nut.

I have been trying, but let me try heat.
 
Get two nuts that will fit on the exposed threads and tighten them together. Use a wrench on one of them with a hex head driver on the other end.

Pliers is the wrong tool. They are kind of like a Dremel in that regard.
